All skills that do not consume resources (all non-craft skills) cannot be gained while used in a player-owned home.
During your Power Hour, a skill gain check is made whenever the skill is used, regardless of success or failure.
T indicates the Time Delay, in seconds, before you can use another skill. This only applies to direct skill use (from the skill menu). There is no delay for skills checked automatically or skills checked when you use an item.
D indicates if the skill is Difficulty-Based.
G indicates how to Gain in the skill if it is affected by the Anti-Macro Code.
L indicates that the skill is Location Limited. If you use the skill successfully and fail to gain points, you need to move to a new location (about 15 tiles away) before you can gain in the skill.
T indicates that the skill is Target Limited. If you use the skill successfully on a target and fail to gain points, you must use the skill on a new target and succeed in gaining points on the new target before you will be able to raise your skill on the original target. You need only choose a new target if you fail to advance your skill on a target.
Peacemaking has a 5 sec. delay if you succeed, and a 10 sec. delay if you fail.
Provocation is difficulty-based on Siege.
